Unicef has said it is receiving reports of “grave shortages” of supplies including fuel, cash and medical supplies.
The UN agency also said it is receiving increasing requests for mental health support for traumatised children.
It projected up to five million Ukrainians could flee to surrounding countries.
Unicef added it is strengthening its capacity to help Ukrainian refugees in Moldova, Romania and Poland as a first call, as well as Hungary and Slovenia.
